Links to your site from other high pagerank sites will obviously help in ranking high in search engine results. One way links are considered more valuable than two way links by search engines in recent years.
Getting one way links is not as easy as getting reciprocal links. There are few software packages which will find prospective link partners, link to them, upload to your site and send emails to the webmasters requesting reciprocal links. Most of the time these software generated link exchange requests will be ignored by many webmasters.
